What certification does the charger need to enter the Brazilian market?

ANATEL announced a new mandatory certification bill ACT 493 covering all chargers in July 2017, and180 days after the announcement (In January 2018).

Recently, a customer asked ietcharger: I need a charger to do INMETRO, please quote a price for that?

ietcharger: Why need to do INMETRO? Brazil is not mandatory for that!

Customer: That’s necessary. I have done a lot with CE and TUV before, and they all said to do it. Just ask if you can do it.

ietcharger: … then you should get back CE or TUV to do it, we can’t do this certification!

As a usb charger with mandatory safety/EMC certification in all countries, Brazil’s INMETRO certification is not mandatory!

At present, for Brazil’s safety certification, most of the compulsory electronic products are concentrated in the categories of home appliances, plugs and sockets and other parts, and the power adapter is not mandatory for INMETRO.

INMETRO is Brazil’s national accreditation body, responsible for the formulation of Brazilian national standards. Most Brazilian products are based on IEC and ISO standards. Products that meet Brazilian standards and other technical requirements must be marked with the mandatory INMETRO mark and the mark of an accredited third-party certification body before they can enter the Brazilian market.

In the past ten years, INMETRO has issued a series of standards to help improve product quality and allow ordinary consumers to make the right decisions when shopping or ordering services. Although INMETRO currently only implements compulsory certification requirements for products that ordinary consumers need to protect, but due to frequent safety incidents, INMETRO is considering adding more controlled product categories in the near future.

When mobile phones started to use lithium batteries, due to fires and explosions while charging, a large number of accidents occurred in Brazil, so since 2007 ANATEL has started to control mobile phone batteries and mobile phone chargers, but car chargers and wireless chargers are not included.

ANATEL announced a new mandatory certification bill ACT 493 covering all chargers in July 2017, and180 days after the announcement (In January 2018), all chargers as follows must meet the ANATEL certification requirements:

  • Type 1, USB wall charger

No change in test requirements, RES 442 & RES 529

  • Type 2, Wireless Charger

This requirement became effective on the date of promulgation of ACT 493 announced on October 07, 2017.
RES 506 is no longer applicable and applies to CFR FCC Part 18-§18.305;
For the radiation test of this type of wireless charger, Art. 6 § 2 of RES 442 is no longer applicable.

  • Type 3 – USB Car Charger
Dual Usb Car Charger

Before ACT 493, No need certificate ;
After ACT 493, Product Category: Category I ;
The requirements for car charger took effect 180 days after the promulgation of ACT 493 announced on October 07, 2017;
For ESD testing, Art. 9º § 4 of RES 442 is applicable.
For the overheating protection test of this type of car charger, title VII of RES 529 is applicable;
Need to conduct transient and burst tests on the car environment-ETSI EN 301 489-1 V1.9.2 Item 9.6.

  • Type 4, Wireless Car Charger

Before ACT 493, Product Category: Category II ;
After ACT 493, Product Category: Category I ;
This requirement became effective on the date of promulgation of ACT 493 announced on October 07, 2017.
RES 506 is no longer applicable and applies to CFR FCC Part 18-§18.305;

Will changes in regulations affect the validity period of the certificate?
Answer: No, ANATEL’s rules for defining the validity period of certificates according to device types remain unchanged.

Category I – terminal equipment connected to the public network; (valid for 1 year)

Category II-refers to equipment that does not fall within the scope of Category I, but uses electromagnetic spectrum to transmit signals, including antennas and restricted radiation radio communication equipment; (valid for 2 years)

Category III – refers to products or equipment that are not included in the definitions of category I and category II, and its requirements are: ensure the interoperability of networks supporting telecommunications services; ensure the reliability of networks supporting telecommunications services; ensure electromagnetic compatibility and electrical safety. (The validity period is not defined)
